ABSTRACT

@#Objective To explore competency of professionals in rehabilitation psychology using Rehabilitation Competency Framework (RCF) and develop the curriculum system of rehabilitation psychology at graduate level.Methods Using RCF and Rehabilitation Competency Framework to a specific context, we constructed competency of professionals in rehabilitation psychology and education programme with the functioning framework of International Classification of Functioning, Disability and Health in accordance with disciplinary development and vocational need.Results A competency framework for professionals in rehabilitation psychology based on RCF was constructed; the educational goals based on competency-based education (CBE) in accordance with vocational competency and job responsibilities had been formulated; the curriculum system of rehabilitation psychology was developed in rehabilitation psychology at graduate level based on RCF and CBE, to develop professionals of rehabilitation psychology work in a team.Conclusion Disciplinary development and vocational requirement are integrated in competency of professionals in rehabilitation psychology based on RCF, which provide theories and methods to develop graduate programme and curriculum in rehabilitation psychology.

ABSTRACT

@#Objective To build a competency-based special education program at the undergraduate level based on the World Health Organization Rehabilitation Competency Framework (RCF) and tailored to educational and rehabilitation needs of students with disabilities, to improve the level of special education program, and to meet the requirements of competency-based education development.Methods Using the theory and method of RCF, we analyzed the competency requirements of special education teachers in school education contexts with reference to the Professional Standards for Special Education Teachers (Trial), the Accreditation Standards for Special Education Majors, and the Professional Competency Standards for Teacher Trainees in Special Education.Results A competency framework for special education teachers based on RCF was constructed, principles for setting special education majors based on RCF and principles for building special education majors based on RCF were proposed, and a competency model applicable to special education majors at the undergraduate level was established according to the characteristics of the school education context.Conclusion As a global rehabilitation competency framework serving the health of all people, the theory and method of RCF are important for constructing a competency-based education for special education majors. The principles, methods, educational objectives, and methodological system of special education majors at the undergraduate level are constructed based on RCF to promote the implementation of the national Professional Standards for Special Education Teachers (Trial), the Standards for Accreditation of Special Education Majors, and the Professional Competency Standards for Teachers of Special Education Majors.

ABSTRACT

@#Objective To develop programmes and curriculum of physical therapy competency for undergraduate education for the training of competent physical therapy.Methods Using World Health Organization Rehabilitation Competency Framework (RCF) and International Classification of Functioning, Disability and Health (ICF) as framework, a discipline of physical therapy, and programmes and curriculum for undergraduate education were developed.Results The basic concepts of rehabilitation and disability, laws, regulations and ethics and physical therapy of functioning and disability were explored within RCF. The contents, core values and beliefs of physical therapy competencies were developed using RCF. Results -oriented and backward strategy was used to develop programmes and curriculum of undergraduate education in physical therapy based on competency. Conclusion The theory of ICF and RCF is important for developing programmes and curriculum of physical therapy competency. Based on RCF, the physical therapy competency domain, principles, strategies and educational framework for undergraduate education in physical therapy are constructed, helping for developing competency-based undergraduate education standards for physical therapy and professional competency standards in China.

@#Objective To explore the theory and method of performance evaluation for rehabilitation workers based on the World Health Organization Rehabilitation Competency Framework (RCF).Methods Using the theoretical framework and methods of the RCF, we analyzed rehabilitation workers' related competencies from the five dimensions, namely practice, professionalism, learning and development, management and leadership, and research, integrating core values and beliefs, competencies and behaviors, activities and tasks, and knowledge and skills, to construct a comprehensive evaluation method and pathway for rehabilitation workers' performance.Results Based on the RCF, which confirms the job competency requirements for rehabilitation workers, a multi-dimensional, multi-level and standardized performance evaluation index framework was formed. For example, performance evaluation system of physical therapists was consisted of five primary indicators and 26 secondary indicators from the combination of RCF and job standards.Conclusion The rehabilitation worker performance evaluation based on the RCF can evaluate the performance of rehabilitation workers in a scientific, standardized and comprehensive way. It analyzes the performance of rehabilitation workers in a multi-dimensional and systematic manner with the competence of rehabilitation workers as the center, and evaluates the quality and effectiveness of the performance of rehabilitation workers at different levels of proficiency, which makes the performance evaluation of rehabilitation workers more scientific and comprehensive, and enables rehabilitation workers to understand proficiency and clarify the gap, to promote rehabilitation workers to continuously improve their own level and enhance the quality of rehabilitation services.

@#Objective To explore the application and method of World Health Organization Rehabilitation Competency Framework (RCF) in rehabilitation human resource management, and provide theoretical and practical reference for rehabilitation human resource management.Methods Based on the International Standard Classification of Occupations issued by the International Labour Organization, the application scope of RCF was systematically analyzed. The theoretical framework of rehabilitation human resource management based on RCF was constructed in combination with competency-based human resource management framework. On this basis, taking rehabilitation nurses as an example, the corresponding management methods and paths are proposed from four aspects of human resource management, including career management, recruitment and selection, training and development, and performance appraisal and salary management.Results Based on RCF, the theoretical framework of human resource management for rehabilitation nursing positions was constructed, and the main contents and processes of human resource management based on RCF were clarified from four aspects: recruitment and selection, training and development, performance appraisal and salary management, and career management. Occupational competency of rehabilitation professionals in International Standard Classification of Occupations was analyzed by RCF.Conclusion The rehabilitation competency framework constructed by WHO can be used to supplement the responsibilities of rehabilitation-related professionals in the International Standard Classification of Occupations issued by the International Labour Organization. RCF serves as a tool for practice managers and rehabilitation professionals in identifying selection criteria, learning objectives, and professional title assessment criteria. It can also be used in recruitment and selection, training and development, performance appraisal, salary management and career management in the field of rehabilitation human resource management.

@#Objective To systematically analyze the World Health Organization Rehabilitation Competency Framework (RCF) theoretical framework, methodology and its application in the field of rehabilitation.Methods We systematically analyzed RCF conceptual framework and key characteristics, and discussed how to apply the RCF in the fields of human resource planning, education program and curriculum system, and vocational competency standards and certification criteria for rehabilitation human resources.Results The RCF encompasses five domains, naming practice, professionalism, learning and development, management and leadership, and research. Rehabilitation professionals' performance is the result of the interaction of their core values and beliefs, competencies, activities, knowledge, and skills. The RCF can be used to plan rehabilitation human resources, establish competency-based rehabilitation education programs and curriculum systems, and develop competency certification standards and licensure accreditation standards.Conclusion This study analyzed background, content and implementation framework of RCF, and systematically discussed the theories and methods related to how to use the RCF to construct national rehabilitation human resources development plans, develop rehabilitation education programs and curriculum systems based on the RCF, and establish certification and assessment standards for rehabilitation human resources.

@#Objective To systematically research the policies and core contents of World Health Organization (WHO) and United Nations Educational, Scientific and Cultural Organization (UNESCO) documents on policies, guidelines and standards for health-promoting schools and health services. Methods These policy documents included Making Every School a Health-promoting School: Implementation Guidelines, WHO Guidelines on School Health Services, and Making Every School a Health Promoting School Global Standards and Indicators, which construct a conceptual and policies framework for health-promoting schools. In perspective of health service system, this study systematically explored the policies, guidelines and standards of WHO and UNESCO on health-promoting schools and health services, as well as the role of health-promoting school component systems in promoting the health of children and how physical activity can be an important area of health-promoting schools. Results The Health Promoting Schools Initiative is an important area of research for the WHO health services. Making Every School a Health-promoting School: Implementation Guidelines primarily serves students aged five to 19, teachers and other staff in schools. WHO Guidelines on School Health Services cover a variety of activity types including health promotion, health education, preventive interventions, clinical assessment and health services management. Making Every School a Health Promoting School Global Standards and Indicators covers eight global criteria and thirteen specific areas in the areas of policy resources, curriculum and environment, and community engagement. Conclusion WHO and UNESCO have proposed a series of policies related to building health-promoting schools, which focus on child health and advocate the promotion of child and adolescent health, public health, education, social and economic development through schools to achieve the goal of safeguarding the health rights of children and adolescents and meeting health needs. Following the WHO Guidelines on School Health Services and Making Every School a Health Promoting School Global Standards and Indicators, it proposed to incorporate educational and physical education tools into the school health service system.

ABSTRACT

@#Objective To systematically review the effect of mindfulness training on emotion and acceptance for people with disabilities. Methods From Web of Science, EBSCO, APA PsycInfo, Psychology and Behavioral Sciences Collection, Medline, CNKI, and Wanfang Data, researches about mindfulness training for people with disabilities were searched, from January 1st, 2010 to November 31st, 2020. The researches were screened, assessed the qualities and extracted data of included studies, and then, systematicaly reviewed. Results Fifteen researches were revealed, including 64 samples and 1065 participants. People with mental, intellectual, physical and speech disabilities were involved. Mindfulness-based cognitive therapy, mindfulness-based stress reduction, mindfulness-based Taiji Quan and mindfulness-based Yoga were commonly used. The effect of mindfulness training on people with disabilities were mainly reflected in the decrease of anxiety and depression, and the improvement of the acceptance for negative experiences. Conclusion Mindfulness training can help to improve the negative emotions and psychological acceptance for people with disabilities, thereby promoting physical and mental health and the quality of life.

@#Objective To analyze the development of community-based sport and rehabilitation for people with disabilities with the policy of Healthy China 2030, and then make political recommendation. Methods Policies and theories related to Healthy China 2030 and community-based services had been discussed. The data of community-based rehabilitation from China Disabled Persons' Federation statistics from 2011 to 2017 were analyzed. Results The policies background for community-based sport for people with disabilities developed with the development and implementation of Healthy China 2030, National Fitness Program and other related work programs during the Thirteenth Five-Year Plan Period. More and more people with disabilities participated in the community-based exercise. The facilities of community-based physical activity for people with disabilities improved continuously. The fitness guidance for the people with disabilities became more standardized. Conclusion Community-based physical activity and sport for people with disabilities should be developed based on the framework of Healthy China 2030, with the implementation of National Fitness Program (2016-2020) and Plan for the Disabled Culture and Sports Work during Thirteenth Five-Year Plan Period and so on, and implement Community-Based Rehabilitation Guidelines. It is important not only to increase the enthusiasm and participation, but also to provide good physical guidances, facilities and environment. It is proposed to integrate community-based sport and community-based rehabilitation, and to build a public service system for people with disabilities within the community.

@#Objective To investigate the needs and service of rehabilitation for people with psychatric disability and influential factors to support the development of rehabilitation services for them. Methods The Administration Data of 2016 Basic Service Status and Needs of People with Disabilities in Henan Province were analyzed. Results The people with psychatric disability reported rehabilitation needs in mainly the medical rehabilitation, functional training and assistive products. The highest rate of need was medical rehabilitation (58.99%) and the lowest need was functional training (10.08%). There were significant differences in the rehabilitation needs for the people with psychiatric disability in ages, genders, household registration, levels of disability, levels of education, employment, household income, poverty and registration of poverty. Rehabilitation services for the people with psychiatric disability included medical rehabilitation services, functional training services and assistive products services. The reported rate of access was medical rehabilitation services (25.82%, highest), and the assistive products services (3.06%, lowest ). There were significant differences in rate of access in their household registration, levels of disability, levels of education, employment, household income, poverty and registration of poverty. Furthermore, family in poverty, lack of knowledge, traffic inconvenience and other factors also influenced the access of rehabilitation services for the people with psychiatric disability. Conclusion The needs of rehabilitation is high for people with psychiatric disability, especially in the field of medical rehabilitation. There were factors influencing the access of rehabilitation, including genders, household registration, and levels of disability, etc. The access rate of rehabilitation is low, including the medical rehabilitation. There were other influential factors including family economic status and transportation. It is proposed to improve the reported rate of rehabilitation needs, and the coverage, quality and efficiency of rehabilitation services for people with psychiatric disability.

ABSTRACT

@#Objective To analyzes the situation and influential factors of participation in physical activities for the people with disabilities. Methods The Administration Data of 2017 Basic Service Status and Needs of People with Disabilities in Henan Province were analyzed. Results There were 4% of the people with disabilities participation in physical activities. The main reasons for failing participation in physical activity included lack of suitable events, inadequate places and facilities, incomplete organization and guidance, and lack of family and social support. The participation in physical activities was influenced by factors as genders, ages, types of disability, grades of disability and household registration (P < 0.05). Conclusion The rate of participation of physical activity is low and the factors of gender, age, category and severity of disabilities may influence on it.

@#Objective To study the physical activities for myopia in children. Methods ICF theory and literature research were used to analyze the current status of myopia in children, as well as the related factors, and mechanisms of formation and improvement, and discussed the physical activity for their visual function and overall development. Results Myopia was epidemic and began in low ages. The related factors mainly included focus time, less in physical activities, stress in education and poor vision environment. Myopia happened through the ciliary muscle spasm and synergistic dysfunction. Physical activity played a role like adjustment function training to improve the function of ciliary muscles, and promote the development of vision.Conclusion Development of special physical activities based on the theory of ICF may improve the visual function in children and promote their overall development.

Results The sturcture and contents of disability measurements has been developed and analysed using ICF.Conclusion The framework, content and data standard had been developed.

@#Objective To analyze theoretical frameworks, definitions, terminology and measurements of disability using International Classification of Functioning, Disability and Health (ICF), and United Nations Convention on the Rights of Persons with Disabilities (CRPD), to provide a scientific basis for developing definition, classification and measurements to meet international standards.Methods Content analysis had been conducted for the definitions and measurements of disability issued by international organizations using the ICF terminology and code and the definitions of disability and people with disability by CRPD.Results The core concepts and content had been reviewed using the ICF terminology and code, and the definitions of disability and people with disability by CRPD. The contents of definitions of disability proposed by international organizations cover all components of ICF. The contents of standardized disability measurements issued by United Nations or World Health Organization cover all components of ICF and map to CRPD definitions of disability and people with disability as the framework, classification, terminology and coding system had been adopted for the development.Conclusion The definition and measurements had been developed using ICF and CRPD framework, terminology, and coding system of disability. The framework and standard of disability had been constructed. The standard of disability data will implement in the fields of health, rehabilitation, education, employment, community and social services for people with disability to promote data exchange across sectors.

@#Objective To analyze the policies and theories, and built the theoretical framework and methods to provide policy support and service development for the development of community-based physical activity and rehabilitation for people with disabilities based on WHO Community-based Rehabilitation (CBR) Guidelines.Methods The relevant policies at home and abroad were analyzed using policy research and literature research methods, and the functions of community-based physical activity were systematically analyzed based on the framework of WHO CBR Guidelines.Results The community-based physical activity can empower people with disabilities in the fields of health, rehabilitation, education, life, and social integration.Conclusion Based on WHO CBR Guidelines, the theory and policy framework of community-based physical activity for people with disabilities has been developed. It is benefit to promote the implementation of the National "Healthy China 2030 Outline" and the "National Fitness Program" to develop community-based physical activity for PWDs, to strengthen guidance and support services for community-based physical activity and to integrate physical activity and rehabilitation at community level for people with disability. It is also to achieve inclusive community development.

@#Objective To analyze the status, trends and issues of professionals in rehabilitation institutions in China, and provide policy recommendations on rehabilitation professional development.Methods The data from database and statistical bulletin of CDPF has been analyzed using descriptive analysis and deviation analysis.Results The quantity of professionals of rehabilitation institutions increased 24,900 (12.62%) in 2016. Average professionals per institution had been decreased from 33.89 in 2012 to 28.33 in 2016. In regard to the structure of distribution, the rehabilitation professionals at provincial level had been decreased 21.95% in 2015 than that of in 2012. Both training programs and the number of trainees from rehabilitation institutions had decreased.Conclusion There were big gap between services provision and needs of professionals. The distribution of professionals at provincial, city and county level was under optimization. The on-job training for rehabilitation professionals should be improved. It is recommendated to develop national plan for professionals development to meet the needs of rehabilitation services, advance the on-job training for professionals, develop the higher education of rehabilitation and improve attractiveness of rehabilitation to retain and recruit more professionals.

ABSTRACT

Objective To study the activity and participation status of patients with spinal cord injury or traumatic brain injury. Methods From 2013 to 2016, 60 patients with spinal cord injury and 38 patients with traumatic brain injury were assessed with WHO Disability As-sessment Schedule 2.0 (WHO-DAS 2.0) (International Chinese Version of fully structured interviewer administered 36 questions). Results The patients with traumatic brain injury had moderate dysfunction in domains of cognition and getting along with people, and severe dys-function in other domains. The patients with spinal cord injury had mild dysfunction in domain of cognition, moderate dysfunction in do-mains of self-care and getting along with people, and severe dysfunction in other domains. The dysfunction was severer in domains of cogni-tion and self-care in the patients with traumatic brain injury than in the patients with spinal cord injury (t>2.140, P<0.05). Conclusion The inpatients with spinal cord injury and traumatic brain injury are difficult in mobility, self-care, getting along with people, life activities and participation.
